Intro to RTO Assessment Validation

Registered Training Organisations manage numerous duties post-registration, such as annual statements, AVETMISS data submission, and marketing compliance. Among these tasks, validation of assessments is notably challenging. While we've discussed validation in several discussions, let's revisit the fundamental principles. ASQA identifies validation of assessments as granular review of the assessment process.

Fundamentally, validation of assessments is about identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two types of validation. The first type of assessment validation ensures compliance with the training package assessment requirements within your organisation's scope. The second validation verifies that assessments follow the Principles of Assessment and rules of evidence. This indicates that validation is performed in both pre- and post-assessment stages. This article will concentrate on the initial type—assessment tool validation.

The Two Types of Assessment Validation

- Assessment Tool Validation: Often termed pre-assessment validation or verification, concerns the initial part of the rule, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Deals with the implementation, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

Best Time for Conducting Assessment

The aim of assessment tool validation is to make sure that all elements, performance criteria, and evidence of performance and knowledge are addressed by your assessment tools. Therefore, whenever you obtain new learning resources, you must carry out assessment tool validation prior to student use. There's no need to wait for your next scheduled validation. Validate new tools immediately to verify they are fit for student use.

Nevertheless, this isn't the only occasion to do this type of validation. Conduct assessment tool validation also when you:

- Amend your resources
- Add new training products on scope
- Compare your course with training product updates
- Flag your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Training Products Needing Validation

Note that this validation guarantees adherence of all training materials before being used. All RTOs must validate materials for each subject unit.

Resources Needed to Start Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It indicates which evaluation items meet unit requirements, aiding in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if guidelines are clear and input fields are sufficient. This is a common issue.
- Marking Guide: Also verify if guidelines for evaluators are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment results.
- Other Related Resources: These may include lists, logs, and forms developed separately from the workbook and marking guide. Validate these to ensure they fit the assessment task and meet course unit requirements.

Validation Panel

Clause 1.11 specifies the requirements for validation panel members. It states assessment validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including field experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the unit being validated.
- Current Expertise in Vocational Education.
- Either of the following credentials for training and assessment:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles of Assessment

- Fairness: Is the assessment process fair and equitable for all candidates?
- Versatility: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Relevance: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Reliability: Will the assessment produce consistent results every time?

Rules of Evidence

- Relevance: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Sufficiency: Does the evidence adequately demonstrate the required skills and knowledge?
- Authenticity: Does the assessment tool verify that the work is the candidate’s own?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit criteria and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance criteria asks students to:

- Change nappies
- Feed babies with bottles and clean equipment
- Feed babies with solid food
- Respond appropriately to baby signs and cues
- Prepare babies for sleep and help them settle
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Frequent Errors

Describing the nappy-changing process check here for babies under 12 months does not fulfill the unit requirement. Unless the unit requirement is meant to assess theoretical understanding (i.e., knowledge-based evidence), students should be doing the tasks.

Mind the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s out of compliance. Each evaluation task must cover all criteria, or the student is not competent, and the evaluation tool is not compliant.

Can You Be More Specific?

Each assessment item must have clear and specific benchmark answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not mislead students or assessors.

Double-Barrelled Questions: Avoid Them

Steering clear of double-barrelled questions makes it more straightforward for students to respond and for trainers to accurately assess student competence.

Ensuring Audit Compliance

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait for an audit before they help rectify noncompliance. This influences your compliance status, so it's better to take a preventative and compliant approach.

By following these recommendations and understanding the Principles of Assessment and rules of evidence, you can ensure that your evaluation tools are valid with the requirements set by ASQA and the SRTOs 2015.
